With the bar set so, so very low, and government growing more bloated and corrupt, the only choice voters have is to start voting out all irresponsible incumbents. But, that is what they were supposed to be doing all along.
If there are any good politicians, we should keep them.

What are the qualifications?
The fact is, qualifications do not matter as long as the government lacks transparency to discourage corruption. The system will corrupt most within it. We are witnessing the proof of that. It's not because we only elect dishonest people. That makes no sense. The problem is the severe lack of Transparency, which leads to a lack of Accountability, and a lack of Responsibility. All that is left is Power, which corrupts absolutely.
The solution is Education about all of that, which will hopefully lead to an understanding of Transparency and Accountability, and the importance of voter Education.
No healthy society, government, or organization can thrive without an understanding of those components.
Also, an understanding of the root cause is key to understanding and adequately accounting for the human factor.
